Objective:
That, by the end of our year-long 10th Anniversary Celebrations (by Fiesta Señor 2012), we be formally established as an association with a duly promulgated constitutions & by-laws and a duly elected set of officers.

Chapter 1 Nature and Identity
Article 1 The religious association hereby established will be known as Santo Nio Leicester.
Article 2 The association is basically religious and Catholic in nature. It is an independently run group governed by its own elected set of officers. It, however, invites and welcomes the direction of and guidance from the Catholic clergy, in the person of the parish priest of the Blessed Sacrament Church in Braunstone, Leicester which is the central base of the association, for the spiritual growth of its members. It also subjects itself to the regulation of the local Bishop for its deep integration into the diocesan pastoral life and activities. Moreover, it also fosters mutual communication and fellowship with all the devotees to the Infant Jesus throughout the world, most especially with the Confadia del Santo Nio de Cebu devotees in the Basilica del Santo Nio de Cebu in the Philippines where this particular branch of devotion originates. In this regard, the members of Santo Nio Leicester consider themselves as confederate devotees with all devotees to the Infant Jesus worldwide.

Article 3 The association envisions itself as becoming a community of devotees to Santo Nio de Cebu that journeys together towards fullness of life committed to proclaim the Word of God with their lives and to spread the devotion to Christ; hereby, giving our contribution to the building up of the Kingdom of God.
Article 4 In order to help them achieve their vision and mission, the following enabling goals are laid on:
a) Worship/Leitourgia: To sanctify its members and their families through the devotion to Santo Nio, a sincere practice of their faith, frequent reception of the Sacraments;
b) Evangelisation/Kyregma: To help promote and propagate throughout the

the devotion to the person of Christ in image of the Infant Jesus, that the people may grow in their Catholic Faith;
c) Fellowship/Koinonia: To enhance mutual nurturance and support among members of the organisation; and
d) Service/Diakonia: To engage the association into religious and civic community activities for the socio-cultural upliftment of the society, charitable works and social apostolate.
Article 5 The insignia of the association contains the following: the photo of Santo Nio de Cebu in circular shape symbolising the associations effort towards unity in Christ; the official name of the association written in semi-circular formation at the lower-edge of the circle; and the words Building the Kingdom of God written in semi-circular formation and the upper-edge of the circle.

Chapter 2 Membership
Article 6 Any Catholic may be admitted to membership in the association, provided that he/she be desirous to live in conformity with the principles and tenets of Christian morality and be not a member of an illicit sect or any unlawful organisation.
Section 1 Regular or active members are those who comply with all the obligations of the constitution and statutes and by-laws of the association. They enjoy all the privileges of the association.
Section 2 The Friends of Santo Nio Leicester are those devotees to Santo Nio who perform the same devotional practices as the active members do but are not bound to the tenets of the association. They spiritually and materially support the active members in their apostolate. They are always welcome to join in the associations meetings and activities; however, they neither can vote nor can be elected to any position in the association. It is with great anticipation and hope that they soon will consider either to become regular members of the association or to start another association of devotees to Santo Nio in their respective locality.

Article 7 The application process. The application must be recommended by any officer or any bonafide member of the association and such application must be submitted to the steering council for acceptance into a period of probation. The applicant will then undergo this period of at least 3 months where he/she needs to prove him/herself a worthy candidate for incorporation into full membership. At the end of this period, the applicant may either ask the council to deliberate on his suitability into full membership or ask for an extension of his probation period if he/she needs more time until he/she feels ready. These deliberations are done in secrecy and without the presence of the candidate. If found worthy into full membership, the council will give their approval; or if not, may either extend the candidates probation period on an agreed timeframe at the end of which the candidate will not be granted an extension period; or terminate the probation process wherein the candidate is not accepted into full membership. Upon the councils approval, the candidate will then be received by the community of devotees during an induction ceremony wherein he/she pledges to adhere to the associations tenets.

Article 8 The Prayer-Pledge. At an appointed induction ceremony with a Holy Mass, the following Prayer-Pledge shall be recited by the inductee(s):
Almighty Father, we are forever grateful for giving us your Son, Jesus Christ, as our Lord and Master; your own initiative that he may show us the way home to you and gather us, your children, as one family of God. Through Him, you speak your Word. By the grace of the Holy Spirit, do make us attentive to your message through the Scriptures and the teachings of the Church; that we may lead our lives according your holy plan and will.
I present myself here today as your humble servant asking for your grace that I may be strengthened to be faithful to my baptismal promises. May I fulfil these same promises through my pledge of devotion to Jesus, Seor Santo Nio, as I grow and journey together with my brothers and sisters in the association of Santo Nio Leicester, faithfully abiding to its tenets with the hope, that through this path, I may contribute in building theKingdom of God.
Hence, by your grace, and for the greater glory of God, Father, Son and Holy Spirit, I do hereby proclaim this my solemn promise.

Chapter 3 Organisation and Activities
Article 10 The ownership of the association belongs to all its bonafide members. Hence, the power to operate and to terminate the life of the association emanates from all its members collectively.
Article 11 The Assembly
Section 1 The Assembly will be composed of all the qualified members of the association.
Section 2 It will elect its leaders who will compose the Steering Council, and the Executive Officers and will nominate its Pastoral Committee Heads.
Section 3 It will conduct regular quarterly meetings, after previous due notice in writing (printed and/or electronic), to discuss matters of importance pertaining to the association and to plan out its activities. Special meetings may also be called by the president of the association when urgently needed. The president will have the first right and duty do the function of presiding these meetings; however, he/she may delegate this function to another member if preferred. For both the regular and special meetings, the attendance of one-third of the total number of the associations regular members will constitute the quorum. If no quorum is constituted, the meeting shall be adjourned and another meeting shall be immediately called in place of the adjourned meeting until the quorum requirement is satisfied.

Article 12 The Steering Council
Section 1 The Steering Council will be composed of at least five (5) to at most ten (10) members, in which the Spiritual Director (an honorary member and the parish priest of Blessed Sacrament Church by automatic right), the President, the immediate incumbent President and the Secretary of the association will be members ex officio, and those elected by the Assembly at a meeting called for this purpose;
Section 2 The Council will as a legislative body formulate policies and regulations for the association, appoint the heads of the pastoral committees, create special committees when needed and appoint their heads to carry out special projects and activities of the association, appoint officer(s)-in-charge in the event that some executive office(s) will be vacant for whatever reasons prior to the current officer(s)s expiry of office (this excludes the position of the president), accept or refuse resignations, and generally act as governing body of the association; it is to be understood that only the regular members of the association will officially compose the committees although some help from the Friends of Santo Nio Leicester will be very welcome.
Section 3 It shall also act as a magistrate to deliberate upon the suitability of applicants for incorporation into the associations membership and to resolve issues arising in the association after due consultation from the whole assembly.
Section 4 It will see to it that proper records of all transactions of the association are kept and archived.

Section 5 It will provide to the membership the associations annual financial report after having it approved. This report will be prepared by the associations treasurer and presented during an assembly meeting.
Section 6 It will maintain and update the proper organisation of the association.
Section 7 It will meet regularly every four (4) months on an officially agreed day, time and venue. The president has the sole right and duty to preside this meeting. Attendance of at least five (5) members will constitute quorum. If no quorum is constituted, the meeting shall be adjourned and another meeting shall be immediately called in place of the adjourned meeting until the quorum requirement is satisfied.
Section 8 The Council will hold office for a term of two (2) years after which a new Council has to be elected; former non-ex-officio members may be re-elected without limit.

Article 13 The Executive Officers: The Executive Officers of the association will be the following:
Section 1 The President: The president or the chief executive officer (CEO) of the association, our father/mother figure, will:
a)be automatically the Steering Council Head;
b)preside at all the regular and special meetings of the Assembly, of the Steering Council, and of the executive officers;
c)prepare the agenda for the meetings;
d)propose the annual budget of the association for the approval the Council having the assembly consulted;
e)sign the official correspondence of the association;
f)authorise disbursements, with the approval of the Council;
g)exercise general supervision and direction over the Officers and members of the association; and
h)exercise such other powers and perform such other duties as may be necessary to carry through the goals of the association, as well as implement whatever policies may be promulgated by the Council.

Section 2 The Internal Vice-President: The internal vice-president of the association will:
a)ensure the unity and fellowship among regular members and their collective formation; hence, initiating formation and internal fellowship activities;
b)keep complete records of the contact details of the present members of the association and of the applicants for membership;
c)act as the associations formator, in collaboration with the Spiritual Director and the President, taking charge of the initial formation of the applicants and of the ongoing formation of the full-pledged members;
d)be automatically the Communication Committee Head;
e)have the first right and duty to assume the office of the president should the president elect be prevented from continuing his function for whatever reason, provided that in such case he will hold office only until a new president will be elected;
f)assume the office of the president for the unexpired term of the latter in the event of a prolonged vacancy in such office;
g)exercise the powers and perform the duties of the president in the event of temporary absence, disability or incapacity of the latter; and
h)exercise such other powers and perform such other duties as may be entrusted or authorized to him by the president or by the Council.
Section 3 The External Vice-President: The external vice-president of the association will:
a)take charge of publishing and/or announcing all news and communications concerning the association at the interest of the larger public projecting a favourable image of the association with the use of all means of mass media and communications;
b)represent with the president or as a delegate of the association in any public activities that requires such attendance and participation;
c)keep a dynamic record and contact with the Friends of Santo Nio Leicester and send the necessary invitations for special events and activities of the associations;
d)act as the vocation promoter of the association inviting promising candidates for membership and presenting them to the internal vice-president for initial formation;
e)be automatically the Social Action Committee Head;
f)have the second right and duty to assume the office of the president should the president elect be prevented from continuing his function for whatever reason, provided that in such case he will hold office only until a new president will be elected;
g)assume the office of the president for the unexpired term of the latter in the event of a prolonged vacancy in such office;

Section 4 The Secretary: The secretary, who will also be ex-officio secretary of the Council, will:
a)take notes of the minutes of all meetings of the association and have them properly documented and filed;
b)keep complete records of files of other information relevant to the association;
c)take charge of the associations correspondence and keep it properly filed;
d)exercise such other powers and perform such other duties as may be entrusted or authorized to him by the president or by the Council.
Section 5 The Treasurer: The treasurer will:
a)keep custody of the funds and other property of the association;
b)see to it that voluntary contributions from members and friends are promptly collected;
c)act as the finance officer of the association initiating fundraising activities to enhance the growth of our funds;
d)be automatically the Temporalities Committee Head;
e)keep a complete accounting of all receipts and disbursements of the association;
f)make the necessary bank deposits and withdrawals in joint signature with that of the president as co-account holder;
g)prepares an annual financial report presented first to the council for approval and then presented to the whole assembly upon the councils approval;
h)exercise such other powers and perform such other duties as may be entrusted or authorized to him by the president or by the Council.
Section 6 The Auditor: The auditor will:
a)audit the books and records of the association;
b)certify the reports of the treasure before submitting to them to the Executive Officer, to the Council and to the assembly; and
c)exercise such other powers and perform such other duties as may be entrusted or authorized to him by the president or by the Council.

Section 7 Meetings: The executive officers as a group does not have to meet regularly. However, special executive meetings may be called when needed.
Section 8 Term of Office: The executive officers will hold office for two (2) years, unless they be disqualified or removed from office, and until the successors will be duly elected and sworn in. They may be re-elected to the same position for a second consecutive term only or to a different position. After a lapse of one term from a previous position, one may be elected to that same position with the privilege of one re-election.

Article 14 The Pastoral Committees: The Pastoral Committees of the association are known with the acronym, W.E.S.T.Y.C; which stands for worship, education/evangelization, social action, temporalities, youth and communication. They plan, organise and manage the activities of the association. All their plans are subject to approval by the Council. These activities need not be originally produced; participating in local initiatives and activities will enhance the associations integration into and cooperation with the locality (civic and religious). All members will be appropriately distributed by the Council to work in these committees; their ranked preferences shall be consulted.
Section 1 The Worship Committee (Liturgia): This committee will animate the spiritual and sacramental growth of the association.
a)They plan, organise and manage activities such as liturgical and para-liturgical services, celebrations in religious nature, communal prayer functions, and the like;
b)Its committee head shall be appointed by the Council upon due consultation from the Assembly; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
c)Its deputy-head, who will take charge of the heads function when he/she is unable to do so, will be directly appointed by the latter.
Section 2 The Education/Evangelisation or Formation Committee (Kyregma): This committee will animate both the doctrinal growth of the members and their apostolic ministry (reaching out).
a)They plan, organise and manage activities such as seminars and conferences, group study and bible study, catechesis and bible apostolate, retreats and recollections, and the like;
b)Its honorary adviser shall be the associations Spiritual Director;
c)Its automatic committee head shall be the associations President; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
d)Its deputy-head, who will take charge of the heads function when he is unable to do so, will be directly appointed by the latter.
Section 3 The Social Action Committee (Diakonia): This committee will animate the associations collective acts of Christian service.
a)They plan, organise and manage activities specially for the benefit of poor children and youth such as visiting and helping out orphanages, relief aid initiatives for those in distress locally and abroad, giving services in cooperation with charitable institutions especially CAFOD, and the like;
b)Its automatic committee head shall be the associations External Vice-President; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
c)Its deputy-head, who will take charge of the heads function when he/she is unable to do so, will be directly appointed by the latter.

Section 4 The Temporalities Committee: This committee will provide for the associations economic and financial needs.
a) They plan, organise and manage fundraising activities & campaigns and income-generating & structural projects;;
b) They take charge of the custody of our physical assets and properties;
c) Its automatic committee head shall be the associations Treasurer; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
d) Its deputy-head, who will take charge of the heads function when he/she is unable to do so, will be directly appointed by the latter.
Section 5 The Youth Committee: This committee is composed of young people from ages 12 to 25 with an adult adviser. The purpose of this committee is to group together young devotees who will enrich and support one another in their journey of faith and to bring out their youth creative service to other young people in the spirit of youth serving youth.
a) They plan, organise and manage youthful and educative activities such as youth camps/encounters, talent/cultural shows, sport activities, tutorials, and the like;
b) Its automatic adviser shall be the associations President; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
c) Its committee head shall be appointed by the Council upon due consultation from the Assembly, selected from among the young members of the association;
d) Its deputy-head, who will take charge of the heads function when he/she is unable to do so, will be directly appointed by the latter.
Section 6 The Communication or Fellowship Committee (Koinonia): This committee will animate the associations interpersonal communication through fellowship activities and social communications towards inclusive unity both as fellow members and as a welcoming and friendly association; thus, sacramentally living our oneness in God.
a) They plan, organise and manage activities such as parties, outings, camping/caravanning, and the like;
b) Its automatic committee head shall be the associations Internal Vice-President; he/she may call for special planning meetings if the time allotted during quarterly assembly meetings do not suffice;
c) Its deputy-head, who will take charge of the heads function when he/she is unable to do so, will be directly appointed by the latter.

Chapter 4 Elections
Article 15 The election of the Council members and of the Executive Officers will take place every two years during an assembly meeting (whether regular or special) from one to two months prior to the expiry of the current officers term of office as called and set by the election committee appointed by the Council.
Article 16 A five-person election committee, which includes the immediate incumbent president (not the present president) who will act as the committees head and may not run for office, and from which all candidates for elections will be excluded, will be appointed by the Council, with the following powers and obligations:
a) to set up rules and regulations for smooth and orderly elections;
b) to screen the qualifications of the candidates and approve or disqualify their application for election of office;
c) to witness the elections, canvass the results, and declare officially the names of the officers-elect; and
d) to submit these names to the proper ecclesiastical authority.
Article 17 All elections will be conducted by secret ballot, and using the one-person-one-vote system. Only the regular members will be entitled to cast their vote either in person during the election day or by postal ballot posted to an address designated by the election committee received from one to seven days prior to the election day.
Article 18 Any regular member may be elected to any position in the Council and in the Executive Office provided that he/she:
a) is a resident in Leicester or in Leicestershire;
b) has been, in the judgement of the election committee, an active member in a good standing for at least two years prior to election;
c) knows the Constitutions and By Laws of the association and in particular the rights and duties of the position for which he is a candidate; and
d) is willing and ready to take up the position voluntarily and without remuneration.

Chapter 5 Disqualifications
Article 19 A member may be dismissed from the association by the competent ecclesiastical authority, upon due process and recommendation of the Steering Council, on any or all the following grounds:
a)Conviction of a crime involving moral turpitude;
b)Public denial of a formal doctrinal tenet or teaching of the Church;
c)Culpable violation of the Associations Statutes and by-Laws; and
d)Intentional negligence towards or non-compliance with his duties and obligations as a member.
Article 20 Any member of the Steering Council and any executive and committee officers may be removed from his/her position on any or all the grounds specified in the preceding article, or of unexcused absence from five (5) consecutive official assembly, council/executive and special meetings during his term of office.

Chapter 6 Funds and Assets
Article 21 All members will pay promptly whatever dues, whether compulsory or voluntary, required of them. The Council may impose some fines for violation of the Constitutions and By-Laws.
Article 22 All funds will be deposited in a banking institution selected by the Council, and withdrawals will be made over the join signatures of the President and the Treasurer after the Councils authorisation.
Article 23 By a majority vote, the Council will authorize the acquisitions and dispositions of facilities, equipments and materials that the association needs.
Article 24 In the event of the dissolution of the Association, all money left in the treasury after all payables and collectibles have been settled shall be donated to a Catholic Charitable institution chosen by majority vote by the all current members of the Association.

Chapter 7 Changes in and Revision of the Constitutions
Article 25 Any changes in or revisions of this Constitutions may be effected and enforced for cause only by the Steering Council, but only after due consultation with all members during an assembly meeting.
Chapter 8 Effectivity of the Constitutions and By-Laws and the Official Establishment of the Associacion
Article 26 This Constitutions and By-Laws of Santo Nio Leicester will take effect upon the appointed official and formal foundation day of the Association wherein all its founding members will profess their solemn pledge of membership in an induction ceremony and affix their all their signatures on the official copy of this Constitutions and By-Laws.
